Legislative Update
HB1085 is currently in the Senate
Education Committee. The purpose of this bill is to provide
homeschooled students access to PHEAA aid without requiring
them to purchase a diploma or obtain the signature of the
superintendent of their school district of residence. CHAP
has declined to support the bill claiming that the bill
requires homeschoolers to go through an extra hoop to obtain
something readily available to publically educated
students. CHAP has a wrong understanding of what publically
educated students must do to obtain aid. ALL students
requesting aid from PHEAA must file a FAFSA and
be accepted to a college in order for aid to
be awarded. Monies are never disbursed directly
to a student, only to the approved institution of post high
school education at which he is enrolled.
HB1085 puts homeschoolers on the same footing as publically
educated students. If a student wants to find out how much
he may obtain, he can visit the
PHEAA website and figure out for himself how much
he would be awarded from PHEAA. This service is available
to all students who have access to the internet.
You are encouraged to call your state
senator and urge him to put pressure on the Senate Education
committee to move this bill quickly into law.
